เดือนมีนาคม 2563 กรมอุตุนิยมวิทยา ได้มีการประกาศเตือนภัยพายุฤดูร้อน ในช่วง 2 เวลา คือ ในช่วงต้นเดือนระหว่างวันที่ 3-6 มีนาคม และช่วงปลายเดือนระหว่างวันที่ 20-23 มีนาคม นอกจากนี้ยังเกิดสถานการณ์ฝนตกหนักในช่วงกลางเดือนระหว่างวันที่ 14-15 มีนาคม ด้วยเช่นกัน ซึ่งทั้ง 3 เหตุการณ์ส่งผลทำให้มีฝนตกกระจายตัวในหลายพื้นที่ครอบคลุมบริเวณตอนบนของประเทศ ทั้งภาคเหนือ ภาคตะวันออกเฉียงเหนือ ภาค

กลางและภาคตะวันออก โดยเฉพาะบริเวณตอนบนของภาคตะวันออกเฉียงเหนือ และบริเวณภาคตะวันออกที่มีฝนตกมากจนทำให้ค่าปริมาณฝนของเดือนมีนาคมสูงมากกว่าปกติในพื้นที่ดังกล่าว โดยภาคตะวันออกเฉียงเหนือมีฝนตกมากกว่าปกติ 27% ส่วนภาคตะวันออกมีฝนตกมากกว่าปกติ 47% ทั้งนี้จากสถานการณ์ฝนที่เกิดขึ้นทั้ง 3 ครั้งในเดือนมีนาคม ไม่ได้ทำให้มีน้ำไหลลงเขื่อนในพื้นที่ตอนบนของประเทศมีเพิ่มขึ้นมากนัก โดยภาคเหนือมีน้ำไหลลงเขื่อนตลอดเดือน

เพียง 98 ล้านลูกบาศก์เมตร ภาคตะวันออกเฉียงเหนือ 67 ล้านลูกบาศก์เมตร ภาคกลาง 82 ล้านลูกบาศก์เมตร และภาคตะวันออก 13 ล้านลูกบาศก์เมตร ซึ่งเหตุการณ์ที่เกิดในช่วงต้นเดือนส่งผลทำให้มีน้ำไหลลงเขื่อนมากกว่าเหตุการณ์ที่เกิดในช่วงกลางเดือนและปลายเดือน ยกเว้นพื้นที่ภาคกลางที่มีน้ำไหลลงเขื่อนมากจากเหตุการณ์ที่เกิดขึ้นในช่วงกลางเดือน

In March 2020, Thai Meteorological Department issued 2 summer thunderstorm warnings in two periods. The first was summer thunderstorm event at the beginning of the month between 3-6 March, and the second was at the end of the month between 20-23 March. In addition, heavy rain occurred in the middle of the month during 14-15 March as well. All these 3 events resulted in scattered rain in several areas covering the upper part of Thailand,

including the northern, northeastern, central and eastern, especially in the upper northeastern region and the eastern region that experienced heavy rain, causing the March rainfall to be higher than usual in that area. The northeastern region had 27% more rainfall than usual, while the eastern region had 47% more rainfall than usual. However, the three rainfall events in March did not increase the amount of water flowing into the dams in the upper part of the country. All

dams in the northern region had only 98 million cubic meters (mcm) of inflow water throughout the month, northeastern region 67 mcm, central region 82 mcm, and eastern region 13 mcm. The rainfall event in early March brought a higher volume of inflow water than the rainfall events in the middle and the end of the month, except for the central region where large amount of inflow water was from heavy rain in the middle of March.

ทั้งนี้จากเหตุการณ์พายุฤดูร้อนที่เกิดขึ้นกรมป้องกันและบรรเทาสาธารณภัยได้รายงานสถานการณ์สาธารณภัย โดยช่วงวันที่ 2-5 มี.ค. 63 ได้เกิดพายุฝนฟ้าคะนองและลมกระโชกแรงในพื้นที่ 15 จังหวัด ได้แก่ เชียงราย พะเยา แพร่ พิษณุโลก กำแพงเพชร พิจิตร เลย หนองบัวลำภู หนองคาย อุดรธานี สกลนคร ขอนแก่น มหาสารคาม กาฬสินธุ์ ร้อยเอ็ด รวม 36 อำเภอ 63 ตำบล 190 หมู่บ้าน บ้านเรือนประชาชนได้รับความเสียหายรวม 1,960 หลัง ผู้ได้รับบาดเจ็บ 1 ราย ที่ จ.อุดรธานี โรงเรียน 6 แห่ง วัด 3

แห่ง เสาไฟฟ้าหักโค่น 74 ต้น ยุ้งข้าว 3 หลัง คอกสัตว์ 2 หลัง ส่วนสถานการณ์ช่วงกลางเดือนระหว่างวันที่ 14-16 มีนาคมเกิดพายุฝนฟ้าคะนองและลมกระโชกแรงในพื้นที่ 12 จังหวัด ได้แก่ น่าน ยโสธร ร้อยเอ็ด สระบุรี นครนายก ลําปาง อุตรดิตถ์ นครราชสีมา อ่างทอง พระนครศรีอยุธยา นนทบุรี สระแก้ว รวมถึงกรุงเทพมหานคร รวม 17 อำเภอ 25 ตำบล 63 หมู่บ้าน 2 เขต 2 แขวง บ้านเรือนประชาชนได้รับความเสียหายรวม 211 หลัง วัด 1 แห่ง เสาไฟฟ้า จํานวน 7 ต้น ไม่มีผู้บาดเจ็บและเสียชีวิต ส่วน

สถานการณ์ช่วงปลายเดือน วันที่ 20-23 มี.ค. 63 เกิดพายุฝนฟ้าคะนองและลมกระโชกแรงในพื้นที่ 12 จังหวัด ได้แก่ พิษณุโลก เพชรบูรณ์ พิจิตร นครสวรรค์ เลย หนองบัวลําภู กาฬสินธุ์ ร้อยเอ็ด นครพนม ขอนแก่น นครราชสีมา ชลบุรี รวม 31 อำเภอ 74 ตำบล 302 หมู่บ้าน บ้านเรือนประชาชนได้รับความเสียหาย รวม 1,355 หลัง วัด 4 แห่ง วัว 2 ตัว หอกระจายข่าว 1 แห่ง ยุ้งข้าว 10 หลัง คอกสัตว์ 41 แห่ง เสียชีวิต 3 ราย ที่ จ.เลย 1 ราย จ.ขอนแก่น 2 ราย สาเหตุจากการถูกฟ้าผ่า

The Department of Disaster Prevention and Mitigation, Ministry of Interior reported the disaster situations from these summer storm incidents. During 2-5 March 2020, a thunderstorm and wind gust affected 15 provinces, namely Chiangrai, Payao, Phrae, Phitsanulok, Kamphangphet, Phichit, Loei, Nongbualamphu, Nongkhai, Udon Thani, Sakonnakhon, Khonkhaen, Mahasarakham, Kalasin, and Roi-Et, a total of 36 districts, 63 sub-districts and 190 villages. The damage and loss occurred to 1,960 houses, 1 person injured in Udonthani

province, 6 schools, 3 temples, 74 electric poles broken down, 3 barns, and 2 animal stalls. During the middle of the month, 14-16 March 2020, a thunderstorm and gust affected 12 provinces, namely Nan, Yasothon, Roi-Et, Saraburi, Nakhonnayok, Lampang, Uttaradit, Nakhonratchasima, Angthong, Pranakhon Si Ayutthaya, Nonthaburi, Sakeo and including Bangkok, a total of 17 districts, 25 sub-districts, 63 villages, 2 Khet, and 2 Kwaeng. There were 211 houses damaged, 1 temple, 7 electric poles, but no injuries and deaths. As for the situation at

the end of the month, 20-23 March 2020, a thunderstorm and strong wind affected 12 provinces, Phitsanulok, Petchabun, Phichit, Nakhonsawan, Loei, Nongbualamphu, Kalasin, Roi-et, Nakhonphanom, Khonkean, Nakhonratchasima and chonburi, consisting of 31 districts, 74 sub-districts, and 302 villages. In total, 1,355 houses were damaged, 4 temples, 2 cows, 1 broadcasting tower, 10 barns, 41 animal stalls, and 3 deaths from lightning strike where 1 case was at Loei Province and 2 cases at Khonkhaen Province.
